NIURS organized a discussion program among experts and planners to come up with an appropriate criteria and suggestions to the government.  Specifically, the following issues were discussed:

• What should be the major indicators for provincial capital?
• What are the minimum infrastructure facilities required for provincial capital?
• What other factors should be considered for a capital city?
